PUBLIC HEALTH DIRECTORATE

ASSISTANT MANAGER: REFUSE AND CLEANSING

 (THREE POSITIONS)

(WASTE MANAGEMENT)

POSITION CODE: 180061

TASK Grade 13 (R406 308 – R564 900 per annum)

(Basic salary only, excluding benefits)

 

Qualifications and experience required:

 

·       A National Diploma / Degree in Environmental Health with Waste Management as a component.

·       Registration with Health Professional Council of South Africa.

·       A valid Code B / EB driver’s licence

·       Computer literacy (Microsoft Office (applications)

·       Five years’ experience in a Waste Management environment.

 

The incumbent of this position will be required to perform standby duties as and when required.

 

The successful candidate will be required to utilise his/her private vehicle in the execution of official duties, for which a Casual (ad hoc) locomotion allowance will be paid.

 

Key attributes and competencies:

 

·       Sound communication skills and proficiency in English and one other official local language.

·       Excellent managerial skills to manage a large workforce in a highly unionised environment.

·       Sound report writing, monitoring and evaluation skills, and a working knowledge of Production Management.

 

Job purpose:

 

·       Managing, coordinating and controlling the key performance areas and outcomes of the Refuse and Cleansing Section of the Waste Management Branch associated with the storage, collection, transportation, transfer and disposal of domestic, garden, industrial, trade and special collections of refuse, as well as cleaning streets, public open spaces, beaches and public conveniences in a designated area.

·       Performing specific management functions such as the development of short, medium- and long-term plans and reviewing, interpreting and implementing legislative requirements, including law enforcement, community education and awareness campaigns.

·       Compiling and controlling the operating budget for the Sub-districts, including appropriate motivations, supporting statistics and monitoring the expenditure to ensure availability of funds to provide services on a continuous basis.

·       Performing personnel functions, including training, discipline, conflict management and performance appraisals, and performing specific administrative functions associated with the functionality.

 

 

As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.
