BUDGET AND TREASURY DIRECTORATE

 

HEAD: RISK AND PERFORMANCE MANAGEMENT

(SUPPLY CHAIN MANAGEMENT)

POSITION CODE: 180052

TASK Grade 15 (R514 896 – R715 884 per annum)

(Basic salary only, excluding benefits)

 

Qualifications and experience required:

 

·        B.Com Degree or three-year qualification in Supply Chain Management / Logistics Management / Auditing.

·        Computer literacy in Microsoft Office applications.

·        Extensive knowledge of Local Government procurement legislation.

·        A valid Code B driver''s license.

·        Three to five years'' experience in a management position within the Supply Chain environment.

·        The completion of Competency Unit Standards, as required by Municipal Finance Management Act (MFMA) and Government Gazette No. 29967.

 

Key attributes and competencies:

 

·        Oral and written communication skills in English and at least one other official local language.

·        Supervisory and report-writing skills.

·        Excellent inter-personal and problem-solving skills.

·        Ability to work under pressure and meet critical/conflicting deadlines.

 

Job purpose:

 

·        Managing and controlling procurement processes, Supply Chain Management Risk Management and Performance Management processes that are consistent with policies and laid down requirements encapsulated in the legislative frameworks.

·        Developing and implementing strategies to ensure proper functional procedures, systems and controls.

·        Conducting and directing SCM Risk Management, Performance Management and Policy Enforcement strategies.

·        Developing strategies to promote good governance and ensure zero tolerance to fraud and corruption.

·        Developing and implementing bidder restriction processes.

·        Maintaining relationships with SCM stakeholders.

·        Developing and regularly updating supply chain management policy.

·        Identifying the technical/non-technical skills gap within the Section and compiling developmental plans.

·        Monitoring the adequacy of current training interventions.

·        Attending to document control procedures.

·        Serving a Lead Assessor and Quality Management Representative.

·        Implementing lay down ISO 9001 procedures.

·        Identifying and defining the immediate and short-term objectives/plans associated with Acquisitions Management functionality in order to meet NMBM strategic goals.

 

 

As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.
