TASK Grade 12 (R337 332 – R468 996 per annum)
(Basic
salary only, excluding benefits)
Requirements:
- A B.Com. Degree or equivalent
qualification with Accounting II (Accounting III is recommended.)
- Computer literacy in
Microsoft Office applications, specifically Word and Excel.
- Knowledge of the Municipal Finance
Management Act, Municipal Systems Act, Generally Recognised Accounting
Practice (GRAP) and other related legislation and policies.
- Knowledge of municipal accounting
practices and systems (General Ledger, Costing etc.).
- Experience in a municipal financial
environment.
Competencies:
- Good oral and written communication skills
in English and at least one other official local language.
- Interpersonal,
problem-solving and analytical skills.
- Ability to interact
and work with various municipal directorates and or political offices as
and when allocated to them.
- Ability to work under
pressure and manage conflicting deadlines.
Job purpose:
The
successful candidate will be responsible for assisting the relevant Chief
Accountant/s in financial administration and control, which involves, inter
alia, responsibility for the following:
- Processing and
analysing financial information in terms of budget provisions, by
attending to the verification, reporting, processing and reconciliation of
financial accounts, to facilitate the preparation of budgets and the
annual financial statements.
- Recording and
processing procedures of operational expenditure/income accounting
transactions in order to ensure that the processing of budget
transactions/information is completed accurately in accordance with laid
down financial procedures and practices and the business plan.
- Assisting in
preparing Annual and Consolidated Financial Statements.
- Implementing
financial communication strategies pertaining to budgets and financial
statements with interdepartmental employees and or political offices.
- Ensuring that
operating expenditure remains within budget constraints and limits, and
the necessary reporting to rectify variances is produced as and when
required.
- Monitoring and
ensuring that directorates comply with the MFMA, Council’s financial
management policies, Council resolutions, regulations, National Treasury
instructions/circulars and other financial related policies, including
Council’s Operational Efficiency Work Plan.
- Implementing reform
processes as required by National Treasury in terms of the applicable
Regulations (e.g. Municipal Standard Chart of Accounts/Municipal Budget
and Reporting Regulations, etc.).
As part of the
selection process, candidates may be tested on any requirement, skill or
competency, which will include pre-employment screening, security vetting and
psychometric assessment.
