RATES TO BE LEVIED FOR FINANCIAL YEAR 1 JULY 2018 TO 30 JUNE 2019 FOR NELSON MANDELA BAY METROPOLITAN AREA 

Notice is hereby given that the Council, in terms of Section 14 of the Local Government: Municipal Property Rates Act, Act 6 of 2004, and by resolution taken by majority of its full number on 13 June 2018, levies the following rates in the Rand for the period 1 July 2018 to 30 June 2019, in respect of the various categories of properties as set out below:

Application(s) for exemptions and/or rebates must be made on the prescribed form obtainable from the Council’s website: www.nelsonmandelabay.gov.za and the various municipal Customer Care Centres and must be returned to these offices or P O Box 834, Port Elizabeth preferably by not later than 31 July 2018. Full details of the conditions pertaining to the rebates and exemptions are contained in the Council’s Rates Policy, which is available for inspection at the aforementioned Centres or may be viewed on the Council’s website: www.nelsonmandelabay.gov.za. 

Written representations in respect of the above should be lodged with the City Manager, P O Box 116, Port Elizabeth, 6000 to reach him not later than 16 July 2018. This notice was first displayed on 2 July 2018. 

REVISION OF TARIFFS 

Notice is hereby given that the Council has, in terms of Sections 30(2) and 93(4) of the Local Government : Municipal Structures Act, Act 117 of 1998 (as amended), read with Chapter 4 of the Local Government : Municipal Finance Management Act, Act 56 of 2003, amended its tariff of charges for the following services with effect from 1 July 2018: 

REFUSE 

General increase                      7.5% 

SANITATION 

General increase                      8.5% 

WATER CONSUMPTION 

Water tariffs and charges        8.5% 

In addition to the above, Council has also amended/fixed the following tariffs and charges with effect from 1 July 2018: 

(a)       Miscellaneous fees and charges under the control of the Budget and Treasury Directorate. 

(b)        Tariffs and fees in respect of hiring of facilities, stadia, sports complexes, swimming pools and libraries under the control of the Sport, Recreation, Arts and Cultural Services Directorate. 

(c)        Miscellaneous fees and charges in respect of Traffic and Licensing Services. 

(d)        Miscellaneous fees and charges in respect of Fire and Emergency Services. 

(e)        Tariffs and fees in respect of the hiring of municipal facilities and equipment under the control of the Corporate Services Directorate. 

(f)         Tariffs and charges in respect of fees and advertising costs payable in respect of Town Planning Matters, Town Planning Amendments, Consolidations, Subdivisions, Special Consents, Departures, Removal of Restrictions and Land Sales. 

(g)        Tariffs in respect of scrutiny of Building Plans and Advertising Signs. 

(h)        Charges levied by the Public Health Services Directorate for the following services: 

(i)         Residential refuse collection 

(ii)        Refuse disposal and refuse collection (contractual) 

(iii)       Horticultural services 

(iv)       Hiring of major and minor parks 

(v)       Environmental management and conservation education 

(vi)       Business Licensing Fees 

(vii)      Waste Management, including Trade, Hazardous and Domestic Waste 

(viii)     Removal of old car bodies 

(ix)       Carcass collection (per visit) 

            (x)        Cemeteries 

            (xi)       Impounding Charges of Animals / Livestock 

(i)         Infrastructure and Engineering Directorate: 

(i)            Tariffs and charges for water and sanitation 

(ii)        Charges for sewerage services 

(iii)       Charges for water services and tariffs payable in terms of the Water Supply By-law 

(iv)       Miscellaneous charges in respect of scientific laboratory services 

(v)        Tariffs and charges in respect of Roads, stormwater and railway sidings 

(j)         Charges payable under the Municipality’s Sewerage Acceptance By-law.           

(j)         Miscellaneous fees and charges in respect of the Electricity and Energy Directorate. 

(k)        Miscellaneous fees and charges in respect of the Fresh Produce Market.
